There's an encouraging article at The New York Times about bicycle tourism in Portland. The writer doesn't mention any special cycling equipment outside of raingear and he mitigates any trepidation about riding in the rain by mentioning how easy it is to do several times. Here are some more gems from the article:

Urban Assault


What's the Urban Assault Ride you ask? Basically, two person teams race around the city on an organized bike scavenger hunt. Starting the race with a manifest. Planning your own route, and at each check point there is a challenge. Once your manifest is complete, you race back the start line, for a massive party hosted by New Belgium Brewing, (makers of Fat Tire Beer.) Last year's challenges included a paper boy toss, mini-keg stilt walk, Bike Joust, and a kid's sized tricycle race. Check out the dates announced in the link, and learn more about the event.
